How is a word counted?

By splitting on whitespace after collapsing runs of spaces. Hyphenated words like 'mother-in-law' count as one.

What reading speed do you use?

265 words per minute for silent reading and 150 words per minute for speaking - the averages used by most publishers.

Does it count characters with or without spaces?

Both - the tool shows two character counts side by side so you can pick the one you need.

Is my text uploaded anywhere?

Never. Counting happens locally in your browser. Nothing is transmitted or stored.
