Yes. Both named entities (&mdash;) and decimal/hex numeric references (&#8212; / &#x2014;) decode correctly.

Should I encode ' as &apos;?

&apos; is HTML5-valid but not HTML4 - some older mail clients render it literally. This tool encodes to &#39; instead for maximum compatibility.
